Maxine Waters, who is accused of helping a bank in which her husband owned stock secure federal bailout funds.\u201d The Congressional Black Caucus responded by nominating Waters for \u201cWoman of the Yea.\u201d<\/p>\n<p><em><strong>Republicans, seeing spending <\/strong><\/em>as a \u201ccutting\u201d issue with the electorate this year, are planning to introduce a balanced budget amendment when they come back from Congress\u2019 summer vacation.  But the problem with requiring a balanced budget is that you can balance a budget two ways: cut spending or increase taxes.
